WhatsApp Business API Pricing in India: What You Pay in 2026

Meta charges per message on the WhatsApp Business API, but some messages are still free. Here is how pricing works in India after the October 2026 changes, and the rupee billing deadline to note.

If you send order updates, OTPs or offers to customers through a WhatsApp chatbot or a software provider, you are using the WhatsApp Business Platform, and Meta charges for it. WhatsApp Business API pricing in India changed again on 1 October 2026, and one more deadline is coming: from 1 January 2027, Meta will stop delivering messages from Indian accounts that are not billed in rupees. This guide explains how the charges work, what is still free, what changed and how to keep your monthly bill under control.

1. The app or the API: which one are you on?

The WhatsApp Business app is the free app on your phone. You can set up a catalogue, quick replies and labels, and Meta does not charge you per message.

The WhatsApp Business Platform, usually called the API, is what businesses use for automated messages, chatbots, several agents on one number and links to a CRM or online store. You reach it through a provider's dashboard or your own developers, and Meta charges for the messages you send. If you log in to a provider's website to send WhatsApp messages rather than using the phone app, you are on the API, and the rest of this guide applies to you.

2. How WhatsApp Business API pricing in India works

Since 1 July 2025, Meta has charged per delivered message instead of per conversation. The price depends on two things: the category of the message and the country code of the person receiving it, so messages to +91 numbers use India rates. Messages that customers send to you cost nothing.

  • Marketing: offers, new arrivals, festive greetings with a sale, reminders to come back and buy.
  • Utility: updates linked to something the customer did, such as an order confirmation, delivery update or appointment reminder.
  • Authentication: one-time passwords and login codes.
  • Service: normal replies you type or your chatbot sends while the 24-hour customer service window is open.

Marketing, utility and authentication messages are templates that Meta reviews before you can use them. Meta checks the category of each template, so a utility message that also carries a promotion can end up treated, and priced, as marketing. Keep transactional templates purely transactional.

For the exact rupee rates, use Meta's official INR rate card on its WhatsApp Business pricing page rather than figures quoted on blogs. Rates change: Meta raised India marketing rates on 1 January 2026. Utility and authentication messages also have monthly volume tiers, so the rate per message drops as your monthly volume grows.

3. What is still free

  • Messages customers send you are always free.
  • 1,000 service messages a month per business phone number are free from 1 October 2026. Unused free messages do not carry over to the next month.
  • Chats that start from a click to WhatsApp ad open a free entry point window when the customer messages from the WhatsApp mobile app. The window can stay open for up to 7 days, and the messages you send inside it, including templates, are not charged.

4. What changed on 1 October 2026

  • Service replies are no longer unlimited and free. After the first 1,000 a month on each number, every service message is charged.
  • Utility messages sent inside the customer service window are now charged. They had been free since July 2025.
  • A payment method is needed on the account, or service messages can stop being delivered once charging applies.
  • If you send OTPs to customers abroad, higher authentication international rates can now apply in more countries.

For most small businesses, the first two changes matter most. A busy customer support number that answers thousands of chats a month will now see service charges on its bill.

5. The INR billing deadline: 31 December 2026

Meta began offering rupee billing on 1 January 2026 for businesses whose account is registered in India. All Indian WhatsApp messaging accounts must move to INR billing by 31 December 2026. From 1 January 2027, Meta says it will no longer deliver messages from accounts that are still billed in another currency.

If a provider manages your account, ask them two simple questions this month: is our WhatsApp account already billed in INR, and if not, when will you switch it? Do not leave it to the last week of December, when your order updates and OTPs could stop.

6. Meta's charges and your provider's fees

Most small businesses use the API through a Business Solution Provider. When you compare WhatsApp Business API pricing in India, remember that Meta's per-message charges are only part of the bill: providers usually add a monthly platform fee, a setup fee or their own margin on each message. When you compare quotes, ask:

  • Are Meta's message charges billed at Meta's rate, or with a markup?
  • What does the monthly fee include: number of agents, chatbot, broadcasts, CRM links?
  • Is our account billed in INR, and is the Meta business account in our company's name?
  • Can we see how many messages we send in each category every month?

7. How to keep your WhatsApp bill under control

  1. Use utility templates only for real transactional updates, and keep offers in marketing templates sent to customers who opted in.
  2. Answer customers while the 24-hour window is open, and solve the question in one complete reply rather than many short messages.
  3. Use click to WhatsApp ads, so new conversations start inside a free entry point window. Our Meta ads team can set these up for you.
  4. Check your monthly message counts by category, and look for automated flows that send more messages than they need to.
  5. Send marketing messages only to people who want them. Customers who block or report you can lower your number's quality rating and limit how many people you can message.

8. How B'Skale can help

We help businesses across Bangalore use WhatsApp alongside their Meta ads: planning click to WhatsApp campaigns, choosing between the app and the API, and checking that an existing account is set up correctly before the INR deadline. If you are not sure where your account stands, get in touch for a free 30-minute call.

Frequently asked questions

Is the WhatsApp Business app free in India?

Yes. The WhatsApp Business app on your phone has no per-message charges from Meta. Per-message pricing applies only to the WhatsApp Business Platform (the API), which businesses use through a provider or their own integration.

How much does one WhatsApp marketing message cost in India?

Meta sets a separate rate for each message category for Indian numbers and publishes it in its INR rate card on the WhatsApp Business pricing page. Check the current card rather than an old blog figure, because rates change; Meta raised India marketing rates on 1 January 2026. Your provider may also add its own fee.

Are customer replies free on the WhatsApp Business API?

Messages your customers send you are free. From 1 October 2026, each business phone number gets 1,000 free service messages a month for replies inside the 24-hour customer service window, and every service message after that is charged.

What happens if my WhatsApp API account is not billed in INR?

Meta says Indian accounts must move to INR billing by 31 December 2026, and from 1 January 2027 it will stop delivering messages from accounts that have not moved. Ask your provider to confirm the switch well before the deadline.

Does my business need the WhatsApp Business API?

Not always. If a small team replies to customers by hand, the free app may be enough. The API makes sense when you need automated order updates, a chatbot, several agents on one number or a link to your CRM or online store.
